Developer Contributions SPD

The Developer Contributions Supplementary Planning Document (SPD) is currently being prepared to identify the main requirements for infrastructure that arise as a consequence of development in Ellesmere Port and Neston.

The purpose of the document is to assist prospective developers by identifying the costs and requirements that could be required as a result of development. Additionally this guidance also aims to reduce the uncertainty and time spent on negotiating planning applications.

The borough of Ellesmere Port & Neston is an area that can accommodate and benefit from significant levels of development and regeneration. This document will provide the assurance that this development is not only sustainable in its own right, but also that it does not place undue pressure on existing services and facilities. It is vital then that the requisite level of services and infrastructure are provided with new development.

It is anticipated that the draft SPD will be made available for public consultation later in 2008.

It is a statutory requirement of the LDF process that the SPD is subject to a Sustainability Appraisal. A draft scoping report has therefore been prepared in order to provide a framework for appraising the SPD, which we are aiming to consult on later this year. Consultation on this document ended on Tuesday 19 February 2008. All comments received are now being considered before the scoping report is finalised. Respondents will be kept informed as to how their comments have been taken into account.
