Cheshire Town Centre Study

Cheshire County Council and relevant borough councils (including Ellesmere Port and Neston Borough Council) have commissioned White Young Green consultants to provide an update to the Cheshire 2000 Retail Study.

The new study has now been completed and it identifies the role and function of the main retail centres in Cheshire and explains how they have changed over the past five years. It identifies quantitative (e.g. amount of floorspace) and qualitative (e.g. range of goods) retail needs and how any deficiencies should be addressed. The study includes market research using household surveys.

It also provides a more detailed assessment of certain Cheshire towns (including Ellesmere Port and Neston), to assess the capacity and need for additional town centre development. The research includes a 'health check' of Ellesmere Port and Neston Town Centres and in-street and business surveys.

Ellesmere Port and Neston Retail Study

The council appointed specialist consultants White Young Green to undertake a detailed retail study for the main centres in the borough. This study analyses the results of the 2006 Cheshire Town Centre Study and provides an in-depth assessment of the health of the centres and the existing and future need for additional floorspace for retail and other town centre uses. It also suggests how the centres should develop in the future.

The study covers Ellesmere Port Town Centre, Neston Town Centre, Whitby District Centre, Little Sutton District Centre and Cheshire Oaks.

The study also updates previous retail and town centre studies prepared by CBRE, White Young Green and MVM Planning. It takes account of government guidance in the shape of Planning Policy Statement 6 on town centres.

The results of the study will be used by the council to help with the preparation of new planning documents and the allocation of sites as part of the Local Development Framework including the preparation of an Area Action Plan for Central Ellesmere Port - see the Local Development Framework for details by clicking the link below:

The results of the study will also provide a basis for discussions and decision-making on proposals and planning applications within the town and district centres and for town-centre uses (such as supermarkets) outside these centres.
