Private Housing Renewal Unit Strategy 2008-11

The borough council's Private Housing Renewal Strategy sets out the aims and objectives of the council in seeking to improve private sector housing conditions within the area.

Ellesmere Port and Neston Borough Council has published a new Private Housing Renewal Strategy and Financial Assistance Policy, to cover the period 2008 -2011 and was adopted by the council on 10 January 2008.

The purpose of these documents is to put into place mechanisms to improve private housing in the borough, following on from assessments of housing conditions and housing need. The policy is linked to national policy and other regional and local strategies and priorities. Our local priority is to concentrate on properties occupied by vulnerable and older residents of Ellesmere Port and Neston.

The policy explains the evidence base on which we have made our decisions and gives details of the condition of the private housing stock in the borough and highlights the need to concentrate our efforts on elderly and vulnerable households in the borough and do all we can to improve the housing conditions of these groups within the community.

It also explains that we are driven by the need to improve the health and quality of life of our residents, together with meeting targets set by central government in their housing policy.

The strategy identifies the key priorities for action and the measures the council will use to make the best use of the limited resources that are available. To complement the strategy document, there is a draft financial assistance policy that sets out the help available to owner - occupiers, landlords and tenants to improve their homes.
