Council consults on a new tenancy agreement

The council is consulting its tenants on a proposal to update its tenancy agreement.

In January this year, the council began using introductory tenancies, and following on from this a group of officers has started work on updating the council's main secure tenancy agreement for all its tenants.

The council's current secure tenancy agreement and tenants handbook have been in use since September 1992. While these were adequate 15 years ago, they are now outdated. The council also wants to take the opportunity to cover a number of problems that have come to light over the past few years.

At the time of the proposed stock transfer to Waterways Housing in 2005, a new tenancy agreement was produced, based on a "good practice" agreement for housing associations. A group of tenants worked with council officers to produce a draft agreement that was generally suitable for us here in Ellesmere Port and Neston.

The council now wants to use that agreement as the basis of a new secure tenancy agreement. We have consulted tenant representatives who have agreed to that idea. The draft agreement needs some changes to make it suitable for use by the council and to include the current introductory tenancy scheme, as well as additional good practice items.
