Air Quality - Air Quality Review and Assessment

The Environment Act, 1995 obliges local authorities to review and assess local air quality. Impacts of seven key pollutants have to be assessed against health-based objectives set out in the Air Quality Regulations 2000 (amended, 2002).

Local Air Quality Management (LAQM) covers a wide variety of potential sources including traffic, industry and business. Our first report for the LAQM process was completed in 1999. Since then a series of assessments has been carried out increasing the council's knowledge base of LAQM.

  1. Nitrogen Dioxide - an Air Quality Management Area (AQMA) was designated on the A5032 in Ellesmere Port in May 2005. The source of the problem is road traffic. An Air Quality Action Plan has been drawn up to address the issue.
  2. Benzene, 1,3-Butadiene, Carbon monoxide, Lead, PM10 and Sulphur dioxide - The Detailed Assessment (2004) concluded that it is unlikely that the air quality objectives will be exceeded.

Assessments now follow a phased approach. Every third year an Updating and Screening Assessment is conducted. This is intended to identify significant changes that might lead to the risk of an air quality objective being exceeded. In these circumstances the council would need to proceed to a Detailed Assessment. Progress Reports are done in intervening years to ensure continuity.
